The Northamptonshire Police Department released a statement regarding the incident, stating that in February, officers from the Northamptonshire Police responded to a concern for animal welfare at the mentioned address. The putrid stench and swarming flies emanating from the house triggered the report. Inside, they discovered 167 rabbits, ferrets, hamsters, rats, guinea pigs, and birds living in squalid and unfit conditions, some even sharing their cages with deceased animals.

The owner responsible for this heinous act has been identified as 61-year-old Kim Starks. She has been charged with causing unnecessary suffering to protected animals and violating a disqualification order. As a result, she is now banned from owning or keeping animals for life.

The initial regulations came into effect in February 2000 following a previous conviction. However, due to a subsequent violation in March, a lifetime ban was imposed in June 2000 by the Northampton Crown Court. Describing the scene officers encountered upon their initial visit to the Rushden residence, the press release stated, "The house was filled with animals, all living in appalling conditions. A total of 167 living creatures were crammed into stacked cages."
